Issue a refund against a SureCart charge. Requires the charge ID, refund amount in the smallest currency unit (e.g., cents for USD), and a reason code (duplicate, fraudulent, requested_by_customer, expired_uncaptured_charge). Refunds are only supported for charges processed through a real payment processor (Stripe, PayPal, etc.) — the action initiates an irreversible financial transaction that returns money to the customer's payment method. Charges paid via a manual payment method (e.g., bank transfer, e-Transfer, cash) cannot be refunded through SureCart; any reimbursement for those must be handled offline and tracked outside the system.
